Why?
The usual note passed around with this video is that a good head on a beer is a sign of a good beer to Japan’s beer drinkers.

And its not just the Japanese: studies have shown that based on looks alone, participants will judge a foamy beer to be more likely to have a better taste side-by-side with the same beer with no head (see Bamforth). A nice head also releases aroma and adds to the mouthfeel.
Any self respecting beertender will pour a nice head.
